Navigating the housing authority’s leasing process can be one of the most critical and often misunderstood steps in securing a successful tenancy under the Housing Choice Voucher Program. Delays caused by incomplete documentation, failed inspections, and rent negotiations can impact move-in timelines.

In this session, Marnie Squier and Monique Valencia will provide a practical overview of the housing authority’s lease-up process. Attendees will gain insight into common reasons for delays, required documentation, rent approval considerations, inspection requirements, and best practices for ensuring a smooth and timely lease-up. Whether you are a new housing provider or a seasoned property manager, this session will offer valuable tips to help navigate the process with confidence.

Marnie Squier serves as the Special Projects Coordinator for the Housing Authority of the County of San Bernardino, where she is leading implementation efforts related to the Housing Opportunity Through Modernization Act (HOTMA) and other agency-wide initiatives. Since joining HACSB in 2020, Marnie has built upon more than 11 years of housing authority experience acquired through positions with Southern Nevada Regional Housing Authority, Washington County Housing Services in Oregon, and Ozarks Area Community Action Corporation. She holds a Bachelor of Arts in Social Sciences from Chapman University and a Master of Public Administration from California State University, Fullerton.

Monique Valencia is a Lead Housing Services Specialist with the Housing Authority of the County of San Bernardino and specializes in landlord engagement, housing program administration, and lease-up coordination across multiple federally funded housing programs. With nearly a decade of experience in affordable housing, she works directly with landlords, property managers, and housing providers to facilitate successful lease-ups, navigate program requirements, and resolve barriers to housing placement. Her expertise includes Housing Choice Voucher administration, Emergency Housing Voucher operations, Continuum of Care housing programs, rent approval requirements, inspections, and housing compliance. Monique regularly collaborates with housing providers throughout the region to expand housing opportunities and improve access to affordable housing.
